He has an Actuarial Science degree from Mexico’s National Autonomous University (UNAM). He holds two Masters degrees: in General Statistics, at the Complutense University of Madrid, Spain; and in Economics of Education and Labor, at the Carlos III University (Spain). In the private sector, he was Founding General Director of GAUSSC, a specialized polling company. In the public sector, he has held various positions at INEGI, at the Presidency of Mexico, he worked as President´s official pollster, and as Vice-Minister of Sectoral Policy at the Ministry of Agrarian Reform (2005). On March 2013, he was appointed Vice-President of the Governing Board of INEGI, in charge of the Geographic and the Environment Information Subsystem. He also co-chairs the United Nations Committee of Experts on Global Geospatial Information Management, and chairs the UN-GGIM regional committee for the Americas (UN-GGIM: Americas), along with heading and/or serving as Mexico’s representative on several other international organizations and expert groups. In 2017, he received the Geospatial Ambassador Award during the Geospatial World Forum in Hyderabad, India, for the impact created in the Geospatial Community.
